Job Description

Job Summary:
We are seeking a highly qualified Technical Program Manager with experience working across a wide variety of technologies and a track record of successfully delivering initiatives with multiple complex workstreams. The ideal candidate will have a strong background with large-scale cloud migrations, data and analytics platform design, healthcare systems, infrastructure, and integrations. This person will be responsible for managing a collection of complex technology projects, ensuring accuracy, proactive management of dependencies and risks, up-to-date statuses, and timely documentation across the portfolio. This role involves close collaboration with Project Managers, technical team members, executive leadership, and clinical and business stakeholders.  The Program Manager is responsible for active mentorship, overseeing project delivery, effective governance, and continuous improvement of portfolio projects.
Key Responsibilities:
  • Portfolio and Project Management:
    • Ensure projects in the portfolio are accurate, up-to-date, and have correct statuses and timely documentation.
    • Work with Project Managers to identify resources, maintain updated project information, and ensure consistent communication across the portfolio.
    • Oversee the delivery of large-scale programs and projects across the full project lifecycle, managing effective governance and continuous improvement.
    • Ensure all projects have identified dependencies, risks, and escalations at the portfolio level.
  • Technical Expertise and Guidance:
    • Utilize deep technical knowledge in cloud technologies, data management, and healthcare systems to guide project decisions and overcome technical challenges.
    • Lead process development, training, and adoption of PMO practices and tools to enhance the quality of projects delivered by the  Digital team to the stakeholders.
    • Provide guidance, coaching, and training on PMO processes. Mentor Project Managers and lead training for new PMs to ensure their understanding of PMO processes and tools.
  • Documentation and Reporting:
    • Approve portfolio and project statuses, dashboards, reports, and documentation as required by Digital leadership or governance.
    • Maintain comprehensive project documentation.
    • Prepare executive summaries for IS leadership on the portfolio and associated projects.
  • Stakeholder Engagement and Performance Monitoring:
    • Collaborate with technical leaders, Project Managers, and external stakeholders to define timeframes, funding procedures, deliverables, and staffing levels.
    • Ensure portfolio alignment with organizational strategic initiatives and implement corresponding metrics and KPIs to monitor project performance, identify areas for improvement, and ensure projects deliver the intended value.
    • Lead business transformations and transitions, ensuring seamless integration and minimal disruption to operations.
  • Leadership and Team Collaboration:
    • Play a leadership role in driving projects from start to end, ensuring goals and objectives are identified, documented, measurable, and achieved.
    • Work cooperatively with others to accomplish team goals and share information.
    • Actively mentor team members and portfolio project managers.
    • Work across diverse organizations within a large healthcare setting to build effective relationships and ensure alignment with organizational goals.
Qualifications:
  • Education:
    • Bachelor’s degree in IT, Computer Science, Computer Studies, or a related field. Master’s degree preferred.
  • Experience:
    • Minimum of 8 years of Information Technology Project Leadership experience, with at least 5 years in a program leadership role.
    • Proven experience in the healthcare industry, with a strong understanding of healthcare systems, data standards (e.g., HL7, FHIR), and regulatory requirements (e.g., HIPAA).
    • Proficiency in project management tools (e.g., Jira, MS Project, Azure DevOps, OnePlan, ServiceNow) and methodologies (e.g., PMP, Agile, Scrum).
    • Extensive experience in cloud migration projects, with proficiency in cloud platforms such as Azure, AWS, or Google Cloud.
    • Experience managing large-scale programs and projects across the full project lifecycle with cross-functional onshore and offshore teams.
    • Previous experience with business transformations and transitions.
    • Experience managing top tier SI (System Integrators) as part of the program management experience.
    • Proven experience mentoring Project Managers.
    • Experience working in a large healthcare organization and ability to work across diverse organizations and build effective relationships.
  • Technical Skills:
    • Experience working with a wide variety of technologies, including:
      • Electronic Medical Records, and Electronic Health Record systems (EMR, EHR)
      • Database technologies (SQL, NoSQL, Oracle, MySQL)
      • Big data technologies (Hadoop, Spark)
      • Data visualization tools (Tableau, Power BI, Cogito)
      • DevOps tools (Azure, Docker, Kubernetes, Jenkins)
      • Enterprise systems (ERP, CRM)
    • Familiarity with healthcare data standards and interoperability.
    • Knowledge of data management, including data architecture, data warehousing, and ETL processes.
  • Soft Skills:
    • Excellent communication and interpersonal skills, with the ability to convey complex technical concepts to non-technical stakeholders.
    • Strong problem-solving and analytical skills.
    • Proven ability to lead and motivate teams, manage multiple projects simultaneously, and deliver results in a fast-paced environment.
    • High attention to detail and a commitment to quality.
